Accounts and all the items associated with those accounts in all those bank boxes ARE loaded in memory. There's no relational DB used here. It's all loaded at start time.

I suppose that is up to them. With only a few exceptions, anyone who has been gone over 6 months had their account set to not decay prior to the changes.
